Recently, the 23rd meeting of the 16th Standing Committee of the Shanghai Municipal People's Congress voted to pass the "Decision on Further Promoting Ecological Civilization Construction and Creating a Model of a Beautiful China in Shanghai", clearly stating that starting from September 1, 2025, the use of disposable plastic products will be legally prohibited or restricted, and law enforcement efforts will be significantly enhanced The maximum fine for non-compliant units is 100,000 yuan, and for individual business operators, it is 5,000 yuan. Those who repeatedly fail to correct their behavior may even face business suspension for rectification. This means that the governance of plastic pollution has officially entered the era of "strong supervision".
Unlike previous policies, the new regulations in Shanghai this time are no longer an "initiative" or "encouragement", but rather ensure their effective implementation through heavy penalties and compulsory measures. Although the specific list of prohibited or restricted products has not been fully released yet, the policy orientation is very clear: to promote the popularization and application of recyclable, easily recoverable, and degradable alternative products, and fundamentally reconstruct the production, consumption, and recycling system of plastic products.
